6 The deadline is approaching for public feedback on the Federal Government’s proposal to mandate that businesses accept cash as a form of payment for essential goods and services. The government released a consultation paper in late December, with a deadline of 14 February for feedback. The plan is for legislation to be in place for the mandate to be introduced in January 2026. National Seniors Australia (NSA) has been at the forefront of moves to ensure cash remains a valid form of payment through our Keep Cash campaign, and the paper aligns with many of the positions we have been putting forward over the past 18 months. In the foreword to the paper, the Treasurer, Jim Chalmers, and Finance Minister, Stephen Jones, write, “We know people are increasingly using digital payments, but there is an ongoing place for cash in our society. “About 1.5 million Australians use cash to make more than 80% of their in‑person payments and cash also provides an easily accessible back‑up to digital payments in times of natural disaster or digital outage. “According to the most recent data, up to 94% of businesses continue to accept cash, and we want to see cash acceptance continue. Mandating cash for essential purchases, such as groceries and fuel, means those who rely on cash will not be left behind.” The paper notes that cash continues to play an important role in: • Maintaining social inclusion by helping ensure that community members without the ability to use digital payment methods can still participate in the economy • Providing reliability during outages of digital payment systems • Offering an immediate exchange of value that maintains privacy, may assist with safety, and may increase confidence among users • Allowing individuals to more easily manage their finances by giving a clear and physical representation of spending. Though, as the paper notes, there is currently no regulation that requires businesses must accept cash as a means of payment. In alignment with NSA’s views, the paper notes concerns about the impacts of a cashless society on people in regional and remote areas, older Australians, low-income households, and those concerned about risk of fraud and theft. It also recognises there are many overseas examples of cash mandates. However, there are potential issues for concern in the proposal. • That the mandate applies to large corporations but exempts small businesses, with the definition of a small business being one that has an aggregate turnover of under $10 million. Based on Australian Bureau of Statistics figures, 98.2% of businesses would be exempt under this definition. You can have your say now - https://nationalseniors.com.au/resources/keep-cash • The mandate could be limited to transactions below a certain dollar limit and within certain times (6am-10pm, for instance). • It would not apply to private sales, or, for example, purchases at local school fetes, or to many government transactions, such as paying for passports and vehicle registration. • The definition of “essential goods and services” is quite narrow, limited to those “required to meet absolute basic needs” and without substitutes. Examples of essential items include most bread and cereal products, all meat and seafood, all fruit and vegetables, garments and footwear for children, and fuel. However, “non-essential” items include cakes and biscuits, soft drinks and juices, takeaway foods, garments and footwear for women and men, furniture and furnishings, motor vehicles, and transport services. • Enforcement could be a mix of government regulation and through private legal action, with the latter potentially putting an undue onus on individuals. The paper does not explain exactly how it would work in practice. For instance, would all points of sale at a supermarket have to accept cash? If selling a mix of goods, does a store have to accept cash on all of them or only the essential items? How will consumers know if a business is exempted as a small business?? National Seniors will be making a submission on the consultation paper before the 14 February deadline, and we welcome input from our members. To get started we suggest a Pedigree form. This begins with yourself and can be completed (in pencil) with all the information you already know about your parents and grandparents as far back as you are able. Missing information will quickly become obvious – begin your research with the relative closest to you. A second form is a family group chart. This begins with a couple, their marriage details – if that event occurred - and details of their children. One page gives you a family at a glance and again, highlights missing information. Then we move to the research log form. It is suggested you have a page for each ancestor you are having difficulties establishing correct information for. Record here all the sources you have checked and therefore you are not going over the same material several times – a very common genealogist's nightmare! A denture is a removable replacement for missing teeth and surrounding tissues. There are two types of dentures are available, complete and partial dentures. Complete dentures are used when all the teeth are missing, while partial dentures are used when some natural teeth remain. Complete Dentures Complete dentures can be either "conventional" or "immediate." Made after the teeth have been removed and the gum tissue has begun to heal, a conventional denture is ready for placement in the mouth about eight to 12 weeks after the teeth have been removed. Unlike conventional dentures, immediate dentures are made in advance and can be positioned as soon as the teeth are removed. As a result, the wearer does not have to be without teeth during the healing period. However, bones and gums shrink over time, especially during the healing period following tooth removal. Therefore a disadvantage of immediate dentures compared with conventional dentures is that they require more adjustments to fit properly during the healing process and generally should only be considered a temporary solution until conventional dentures can be made. Partial Dentures A removable partial denture or bridge usually consists of replacement teeth attached to a pink or gum-colored plastic base, which is sometimes connected by metal framework that holds the denture in place in the mouth. Partial dentures are used when one or more natural teeth remain in the upper or lower jaw. A fixed bridge replaces one or more teeth by placing crowns on the teeth on either side of the space and attaching artificial teeth to them. This "bridge" is then cemented into place. Not only does a partial denture fill in the spaces created by missing teeth, it prevents other teeth from changing position. A precision partial denture is removable and has internal attachments rather than clasps that attach to the adjacent crowns. This is a more natural-looking appliance. Are There Alternatives to Dentures? Yes, dental implants can be used to support cemented bridges, eliminating the need for a denture. The cost is usually greater, but the implants and bridges more closely resemble the feel of real teeth. Dental implants are becoming the alternative to dentures but not everyone is a candidate for implants. Consult your dentist for advice. Some paths are constructed of rock or paved in flat stone, some timber, battered earth or pebble. The wooded steps are a special feature. The stone basin and stone lantern in the Tea Garden were carved by a Japanese Gardener. Born in Greece to a Greek mother and Irish father the family moved to Dublin when Lafacadio was just two. His mother returned to Greece and he spent most of his early life with his father’s aunt in Tramore, seeing his father for the last time when he was a seven year old boy. Gifted at languages and literature, he emigrated to America, became a reporter in Cincinnati, later writing for Harpers Magazine based in New Orleans and the West Indies. Harpers sent him to Japan to write features, but he broke with them and became a teacher. His life became literature, writing essays and articles on Japanese culture and finally becoming Professor of English at Tokyo University. Lafcadio married in Japan and had four children. Lafacadio’s Garden is told in eleven seamless, evocative gardens - a journey from Greece to Tramore, to America, and rocks from farm sites across the county, lovingly placed to appear as having been there forever. The pathway wanders past rocks, crosses the stream several times, and arrives at The Gardens of Peace and Harmony surrounding a large pond flanked by three species of bamboo and Camellias. Then uphill, passing the Summer Pavilion, Journey’s End, and finally a simple Zen Garden. This is a small garden with a wealth of interesting plants. It demanded half a day of my travels – to see it and soak up the beauty and atmosphere. 15 Understanding Gold Each day the morning news gives the spot gold price in US Dollars. At present it is around $2700 US Dollars per ounce, which converts to around $4300 Australian Dollars per ounce. This price changes on a daily basis. So yes, Gold has appreciated a great deal in value. 9 Carat Gold is stamped .375 which means 37.5% pure gold and the balance of 62.5% is a combination of alloys, usually silver, copper, nickel and zinc. 18 Carat Gold is stamped .750 which means 75% pure gold and only 25% alloy content, so naturally it is more expensive. Rose Gold has more copper in the alloy content which gives it this colour. It does not come out of the ground as pink gold. White Gold has different alloys and is Rhodium Plated. Australia, New Zealand and the UK are 9 Ct. wearers for budget Jewellery. Is it Gold or Gold Plated? Staff who are not well trained sometimes neglect to tell you it is not gold but only gold plated over a base metal and the gold plate soon wears off.
