2 Rising inflation has pushed up the cost of living but has also triggered small increases in government benefits. Here’s what recipients can expect on 1 July. Age pensioners, carers, and other people receiving social benefits could receive more income when indexation limits are lifted from 1 July. Limits on the amount of income you earn and assets you have before this affects your payments will increase to reflect changes to the Consumer Price Index (CPI). Some 2.4 million Australians are expected to benefit and can expect marginally bigger payments. The CPI recently went up higher than expected, with inflation increasing by 3.6% in the 12 months to the March 2024 quarter. What the new indexation rates mean for age, disability, and carer payments: Income test thresholds The income free area (the amount you can earn and still receive a full pension rate) will be lifted: • $8 from $204 to $212 per fortnight for singles • $12 from $360 to $372 per fortnight for couples. The maximum amount of income you can earn before your Age Pension ceases has increased: • $8 from $2,436.60 to $2,444.60 per fortnight for singles • $12 from $3,725.60 to $3,737.60 per fortnight for couples. Note: Rates will be different for homeowners and your cut-off point may be higher if you get Rent Assistance or Work Bonus. Asset test thresholds • Single homeowners: up $12,250 (from $301,750 to $314,000) • Couple homeowners (combined): up $18,500 from ($451,500 to $470,000) • Non-homeowners single: up $22,250 (from $543,750 to $566,000) • Non-homeowners couple (combined): up $28,500 (from $693,500 to $722,000). What a review of PHI would do Deeming thresholds will also be indexed upwards slightly, meaning that more of your deemed income will attract the lower deeming rate of 0.25%. Deeming is a method used by the government to estimate the income you earn from your assets, which is then used to determine how must pension you get under the income test. Currently, a single person’s assets below $60,400 will be deemed as earning 0.25%. This threshold will increase to $62,600 from 1 July (and from $100,200 to $103,800 for couples). This will affect anyone subject to the Age Pension income test and could result in a slight increase in your payment. Importantly, this comes on the back of the government’s welcomed budget announcement that deeming rates will remain frozen for another year. This is a freeze that National Seniors Australia argued for in our Federal Budget Submission. Deeming rates of 0.25% and 2.25% will remain at 2022 levels for another year affecting 876,000 income support recipients, including 450,000 age pensioners. If the freeze was lifted, deeming rates would have climbed much higher leaving almost half a million pensioners with a cut in their payment. Finding Ancestors through Electoral Rolls In both Australia and New Zealand electoral rolls are an excellent way to trace ancestors and in particular their movements around the country. This information could also cover their spouses and adult children given that the address is recorded – all those living at the one address are probably related. In New Zealand electoral rolls were compiled roughly every three years giving frequent checks on where your family were living. The information in these rolls can also confirm you are looking at the correct person. Rolls are available on Ancestry, Find My Past and Family Search although differing years are on each site. You can find the years 1853 to 2010 using various sites – quite a large range in which to follow your ancestors. In Australia, you can also find the electoral rolls dating from 1893 on the above sites as well as My Heritage or through the Australian Electoral Commission. Western Australia still maintain their own rolls. As you can see the record set is not as widespread in terms of time but is still a very valuable resource. Both State and Commonwealth rolls are available giving us a comprehensive set of documents to trace our ancestors. She was the eldest of four children and grew up on a dairy farm in Victoria. When both her parents had died by the time she was 16, Jean stayed to care for her younger siblings as they joined her uncle and aunt’s family who already had 10 children of their own. Jean remembers the siblings and cousins all having to ‘top and tail’ as there weren’t enough beds. One of Jean’s vivid childhood memories was in the early 1930s hearing a Douglas DC plane flying overhead and racing outside while screaming with excitement to catch a glimpse of it. Unfortunately, Jean ran straight into a barbed wire fence and split her lip open. Her father being a WWI veteran, stitched up her lip on the kitchen table using a hair from his horse! Living through the Great Depression and World War Two, Jean was familiar with hard work. She married young and in the mid-1940s she was nursing while also bringing up two young children. When she remarried in her 30s, she and her husband, Dan enjoyed ballroom dancing together right up until they were in their seventies and later took up golf, which she continued into her eighties. When asked what still brings her joy and energises her, Jean didn’t hesitate to reply, “Walking and exercise!” Jean still participates in exercise classes at 60s n Better twice a week, loves her social outing with Happy Group on Tuesdays, Indoor Carpet Bowls on Saturdays and church on Sundays. Jean also added, “I avoid too much tea and cream cakes.” Jean has lived on the Gold Coast for the past 10 years after moving up from Melbourne. She still lives independently and can often be found out in her garden or chatting to her visiting native birds. I knew it was time to talk to my GP about getting on an exercise program suited to my needs, and that’s how I learned about the I Am Not Frail program,” she said. Then fate stepped in to hurry matters along. “Shortly after seeing the doctor, I was rushing to go to lunch, and I tripped over a quilt that I hadn’t tucked in far enough at the end of the bed, and down I went,” Giulia said. “I took the fall on my knees, and even though I threw ice packs on both straight away, they bruised and swelled, and my balance and gait were thrown right out; it was a bit of a wake-up call. So, I had literally stumbled into the I Am Not Frail program at just the right time,” she said. An initiative of the Gold Coast Primary Health Network (GCPHN), I Am Not Frail offers three programs with ready access to physiotherapists, exercise physiologists, dietitians, pharmacists, and other healthcare professionals. The focus is on tailoring exercises, diet and other factors to target any existing restrictions and strength losses so each individual can reach their goal. People 65 years or older or over 55 First Nations peoples simply need a referral from their doctor indicating they show just one sign of frailty. For pensioners or people on a health care card, the program is free. According to the Clinical Director of the GCPHN Turning Pain into Gain and Frailty Care in the Community programs and PainWISE Managing director Joyce McSwan it’s all about heading frailty off at the pass. “The programs are designed to keep people in the community doing the things they want to do for as long as possible,” Joyce said. “They’ve been developed in response to the fact that about a quarter of Gold Coasters over the age of 70 are frail. That means they might often feel tired or weak, have trouble walking short distances or up 10 stairs without help, have major illnesses or they might have unintentionally lost weight. People with only one sign of frailty lose their ability to bounce back from illness or an accident and that’s something Giulia was keen to avoid,” she said. Giulia said she didn’t expect the whole-of-body and mind health benefits the programs deliver. “It’s all very social working with the instructors and doing the group circuit work with likeminded people just wanting to stay fit and healthy. I’m also encouraging a couple of my neighbours to get onboard for the exercise advantages and social interaction; I’d recommend it to anyone,” she said. Place bones in a large pot and cover generously with water. Bring to boil and simmer for about 2-3hours till meat is falling off the bones. Strain stock and reserve meat. Place 5 cups of the stock in a large saucepan. (If there’s any left, freeze for next time). Add all the vegetables, barley and lentils and simmer till tender. (At least one hour). Add more stock or water if needed. Season with salt and pepper, and serve with crusty bread. It’s Soup Weather! Pumpkin & Sweet Potato Soup • 250g pumpkin peeled and cut into cubes • 250g sweet potato peeled and cut into cubes • 1 onion diced • 1 tablespoon butter • 4 chicken stock cubes • ½ teaspoon pepper • ½ teaspoon sugar • Pinch mixed spice • 300ml milk • ¼ cup cream • 4 chicken stock cubes Place vegetables, butter, stock cubes and 300ml water in a saucepan and boil vegetables are tender. Puree soup in a blender, add pepper, sugar, mixed spice, milk and cream, and blend together till smooth. Return to pan and reheat for about 5 minutes, being very careful not to boil or soup will curdle. Cream of Carrot Soup (If your carrots are tasty – this soup will be tasty). • 500g carrots, sliced • 1 litre of chicken stock • 3 cloves of garlic, crushed • 150ml cream • Salt and pepper • Croutons and chopped parsley to serve. Simmer carrots in the stock for 20 minutes. Allow to cool. Add garlic to the soup, then blend. Return soup to pan and reheat, stirring in the cream (Do not allow this to boil again or it will curdle). Add salt and pepper to taste, and serve with croutons and chopped parsley. Croutons Here’s an easy way to make croutons – they are good with most soups. Butter sliced bread on both sides. (It doesn’t have to be really fresh). Cut this into small squares and spread on a tray that has baking paper on it. Cook in a moderate oven till slightly brown. Cool, then put in a sealed container in your pantry. This will keep for a couple of weeks.
